Versioning

What can change within v2, and how deprecations are announced.

The version is in the path. Within v2 we only make additive changes: new fields, new endpoints, new enum values on fields documented as open. Removing or renaming anything means v3. When an endpoint is deprecated it returns Deprecation and Sunset headers for at least twelve months first.
